The difference is that before the invasion Iraq had electricity, running water, a working government, schools, and some degree of safety (at least, more than they have now). North Koreans are indoctrinated from birth. They think North Korea is relatively rich, compared to other nations, such as England, where children die every day due to lack of food and questing the leadership will get you stuck in a concentration camp to be experimented on.
