Depends on the amount of frames per second.
Just generally say it's about 1 second.

Doesn't matter. RMXP events are normalized. 20 frames in the event command will ALWAYS wait exact 1 second, no matter what the real framerate is.

Eh, but when I ran my cut-scenes with some programs running that reduced frame rate, things went out of norm in terms of timing.

The only way how you can make 20 not be 1 second in the game time is to change the value of Graphics.frame_rate from 40 to any other value from 10 to 120. Values out of range will be automatically scaled.

the mods don't touch you, normally they would shrink or remove your sig since it is what? about 4 times the allowed size?
