It seems like SteamWorkshop is not implemented.
Maybe it'll get it. That would definitely be cool.

As for publishing an RM on Steam as a separate game. Yes that is a possibility although you do need someone with programming knowledge

Greenlight is the best way to get onto steam right now. I have seen RPG Maker games a lot recently. Quite a few on steam atm.
