Anyone Knows a Easy Program to make Side-Scroller Games?

Torque Game Builder, but it's not free (30 or 60 day demo).  There's an optional Platformer Starter Kit that you can get - again, not free.

I haven't really played around with Action Game Maker much so I don't know how easy it is to learn, but I was impressed with the layout and thought that it wouldn't be too hard to use. But again, I haven't played around with it enough to be sure.

Stencyl is not out, IG Maker well it's not free (60 day trial) and wont work on 64bit OS. So Game Maker would be your best bet.
