Test Play Battle problem

Every Time I test play and continue or new game the first battle wont start

Im using Side View Battle Script with ATB
The first battle wont start
Example the ATB bar wont go up so that I can do something to the monster.
Even the monster can't attack my party.
In the Database Troops Battle work but in Test Play it doesn't the only thing I can do is Escaped from the battle.
This a problem at the beginning of my game.
