It is true that Irock have limited capabilities and powers compared to an administrator.
He started out with powers below that of an regular moderator.
Still, he did a good job and thus got more powers granted. Irock is still in-training and thus has yet to receive the power to ban users.
Unless Irock messed up it is simple a matter of when rather than if.
