I need a character set for a Labrador with black fur, and a tuxedo cat.

There's always waiting for requests, and then there's posting requests in resource shops.
currently RMRK has no charset creation topic, but you can find two excellent ones here:

posting requests in a few different places can usually give you a better chance, just be sure to close the topic on another site if your request is fulfilled.
