ok I figured it out 48 by 48 problem is, the picture is 449 by 246...at 100% the only way I can resize it through paint is through percentages so how much % would I need to scale it down to be 48 by 48?

Ontamarama FTW! :D
:-\ have you tried using macromedia fireworks?, it works way better than paint because when you scale down the width then the height stays the same, or you could just make the image small without the percentages by dragging the corner bits in and then copy, open up a new paint with 49 x 49 and paste your picture and spread the picture out so it fits the 49 x 49 canvas, hoped this helped.  :)
