He's not weak when he has lots of damage.  The more damage he has = the more he deals.  Basically, he is for noobs vs pros.

Yeah but you can unlock everyone in SSE. Which I didn't like because I beat  it and then was like OH everyone but Jigglypuff and Wolf are unlocked now. =/

Toon Link- Go in the first floating door you see in "The Forest"
Wolf- After you go through half of the map, and youre at the spiky elevator part keep going down once you reach the "bottom" in "The Ruins"

Nope, in order to unlock Mr. Game & Watch, you need to have beaten Classic Brawl with every character.

EDIT: Actually the only way to unlock ROB form what I read is you have to do 160 brawls.
