Is there a certain way you get to the upper layer or is it just there because when i test the game out its just there i thought you would go up. do you? ???

that confused me but i think i know what your talking about

the upper layer is to put something on top of something else

ex: desk on floor or flower on desk(dont remember witch is the upper layer)it not to make two storys of a house if thats what your asking
