I tried downloading the Tales of Symphonia battle system in hbgames.org and when I started it up, it said it wasn't compatible with the version. Does that mean I have to have the paid version of RPG Maker XP?

Yes and no.
There is a way to edit PK RMXP in the Legal edition and the other way around; but i dont know what it is.
