Too many people to choose from. I'll just say Zeriab because he's awesome and Silverline because being around Silverline in IRC is like asking to be handed a bounty of goodness and, of course, always recieving it.

I don't know how I could possibly even think of nominating Silverline for the best IRC chatter. He doesn't ever talk to me. XD He's always working on music or something.

Yes well, there was a time when it was pretty much only me and silverline in there most of the time. Him more often than me, actually. And, of course, Dr. Sword, but he hasn't been around lately.
