For quite sometime I have wanted to make an Anime community, but have been procastinating in actually doing it. However, I decided about a week ago to use the domain name I bought eight months ago and try my hand at an anime & manga community (alright more like I sold the domain name to someone and they decided to start it, but I am an Admin their).

Zanime is an anime & manga based community for people to dicuss and talk about anime.

I think that guy was giving you really good advice. It's an important facet of advertising. Why do people want to go to your site and not others? What's special about it? You need a "selling point".

I'm glad you said it yourself. You need to change your site into something even mildly interesting. As Acolyte just said, there's nothing unique about your site at all, and there's nothing that would motivate anyone to even sign up, much less post. Put the message board in a subdirectory, or even a subdomain, and focus the site on something else. People initially come to RMRK to get resources for their game projects, not to make an account and gush over how much they love RPG Maker. Expecting people to go out of their way to start needless conversations about a predetermined subject is about as awkward as it gets.

Dude. Malson wasn't being arrogant. I don't think he even has the capacity to be arrogant.
This site is unique. We have a close community, full of a lot of awesome and interesting people and also Halo, and I like to think it's quite welcoming and friendly (aside from the occasional jabs at stupid people, which other RPG Maker sites do as much as, if not more than we do).
Don't try to defend yourself; you weren't even attacked. Just take the feedback. You don't have to act on it, but you don't have to call someone arrogant for saying a logical truth.

I fail to see how commenting on the success of this community is an arrogant statement, since I don't own this site or have any stake in it. Now, if I were to argue with you about how great my own site was, and get defensive about it when its flaws are pointed out, then maybe I could consider myself arrogant. RMRK, and the other major RPG Maker sites filled a niche.  Anime is not a niche, it's too widespread an interest to be a niche, therefore you need more than just a webpage with forums to get people to show up, as you have, guess what, actual competition on the internet.

The same thing applies to RPG Maker sites.  There are dozens that people try to form on their own because they see how successful RMRK, HBgames, and etc... are.  They fail and shut down because there's no reason to go there, when there are more active sites already in existence.

You're essentially trying to get people to switch from a well-known product that they are used to and invested in, to your brand new, untested, somewhat shoddy looking product, and you can't even tell them why yours is better and deserves their time.

If you want to succeed at community creation ( which apparently you do, given the frequency by which you post new community webpages here ), then you need to understand marketing and how to draw people to your site.  Take some criticism and learn.
