Region Title fade in and out

Can someone point me to or come up with a nice little tutorial on how to make it to whenever the player reaches a certain point on the map, the title or name of the area/region pops up on the HUD letting the player know where they are at. Also, to accommodate and make this script better, a map can be added to allow the player to get a bird's eye glimpse at where they are at compared to the entire map. Player's location can be specified by a blinking dot. This is for RPG Maker VX Ace.
