I mean control settings in game.
this is for the players sake.
Is there a built-in setting where users can customize the controls of the game?

Kinda, by pressing F1.  From there they can change the controls, but only to a degree.  They must use the same buttons on the keyboard, but can at least do a little bit of customization.
