See, that's tricky. Technique wise, Classical is about as tough as it gets, but improvisation isn't an everyday (or every month) thing for the average classical guitarist, whereas it is for Jazz, and it requires an extensive knowledge of theory to do well.
In comparison to like the average electric guitarist, it's way harder. Everything you do that sounds sick on electric you do on classical, but I would say, from personal experience, that it is much harder to get good at.
But you're right, it is on a much different level. Since classical guitar is pretty much the underdog of the popular classical instruments, you aren't getting massive concerti written for it every day. It's a much more solo oriented instrument, and even when you do play with an orchestra, you're usually a soloist. You don't have a bassist playing the bass line, nor a drummer nor a additional guitarist, so you really need to be good at balancing each voice properly, and in general it's much harder because you need those voices.
