(First of all, I don't know where this goes, since it is technically a resource, but a general one that's used for creating resources)
http://colorschemedesigner.com/This is a great little tool that loads right in your browser, a color scheme designer that offers a butt-load of options (even vision related ones!).
It allows you to change the saturation adn contrast as well as six different settings that change the way the color scheme is generated. You can create monochromatic, complimentary, triad, quad, analogical and accented analogical....and, allowing you to change what it might look like depending on your vision, such as varying degrees of colorblindness.
It can export the scheme to Photoshop palette and GIMP palette, as well as HTML+CSS, XML and text.
Scheme on, my friends.
