[XP] Importing Tilesets

I apologize if this post duplicates somewhere else since there was a problem with my registration from earlier today. Apparently I never registered with a full profile and topic posted. Anyway, that aside, I'm having problems with importing tilesets.

I download a tileset, I import the file into the tileset folder using the Resource Manager, but when I try to use it, it's not accessible, as though I never did anything. When I go back into the Resource Manager, it still appears to be uploaded. The only difference between the imported file (PNG) and the standard ones, is that the dot next to the file in the Resource Manager is red instead of the standard blue. I don't know what this means so I can't troubleshoot this problem myself. Also, I have tried to do this when the downloaded file is saved in the tileset folder already, and I have also tried it when it is in a different folder of it's own.

If I could get some insight about this, it would help me out a lot, as this is basically the only thing I believe is preventing me from making my game. Thank you for your time.

Resource Manager > Graphics/Tilesets > (import your new tileset(s)) *close* <| you did it already, right?

Now, check on the :
Database > Tilesets > Change the Array Size > Use the blank number. Name it up to you, select your uploaded tileset using the "Tileset File". > Modify the autotiles, Panorama, fog, and battle background as you like.

Do not forget to check Passability, Directional Pass, Priority, and Obscuring.
