Spoiler for About the game::
-This is a noir style game. If you do not know what that means, look here, and here (but mostly the first link). Yes, it’ll be almost entirely in black and white, and it’ll be gritty and dirty.
-There will be more puzzles and putting two and two together than battling. This is a game for the thinking gamer, not the gamer with fast reflexes.
-It will sport an ABS once we’ve decided on which one to use/have had one created.
-There will be guns. Lots of guns. And shootouts.
-It will feature cinematic cutscenes. (example of the type: Link)

Spoiler for The World:
‘Project NOIR’ is set in a modern, slightly futuristic world. Depending on where in the world you are, it can be a wonderful place full of technological marvels and happy people, or it can be a grim and dark place infested with crime and moral decay, an underworld.

The entire game takes place inside one colossal city. The city is built in levels, placed on top of one another. The bottom level, ground level, is Sector 6, the “bad part of town”. Sector 6 is all slum and crime and vice and immorality. No stories have happy endings here.

The next level is Sector 5. This is the marketplace and shop level. Most business takes place here.

Above that you have first Sector 4, where the lower middle class lives, and then Sector 3, where the middle class resides.

Sector 2 is for the upper class and aristocracy. This place is full of people with titles. People who think they have power and play their internal little struggle for power. No doubt the families that live here have long histories, and at some point in the past they did hold a great deal of power over the lower classes. However, in these modern times they are obsolete and are left to their play while the Government rules. That doesn’t mean that some of them might hold a surprise or two in store, though.

Sector 1 is at the top of the city. This small level holds all offices of the government and the people who lead them.
Spoiler for The GAMMA Project:
The GAMMA Project was the forerunner to Project NOIR. It was started by the Ministry of Health, and was situated in Sector 6, in a closed lab facility. Ametrad Verge was Lead Scientist on the project. The GAMMA Projects goal was initially to create a way to heal previously incurable diseases and injuries.

Their breakthrough came when they discovered a way to regrow human limbs and organs through cloned cells. However, this led to military interest. The Ministry of Justice "stole" control of the Project. They fired much of the existing staff and replaced them with military scientists, but kept Verge due to his unmatched expertise on the subject. Verge was never really happy under Ministry of Justice control. Under the new management, the project's goal shifted. Their focus now became to use what they had discovered to benefit the military forces. Eventually this lead to the creation of 'Genesis', the first of the superhuman clone mutants. Genesis was very unstable, and it's short life consisted mainly of violent outbursts and spending time behind bars, being studied. It eventually died due to inability to maintain vital bodily functions, due to a fault in it's genetic makeup. The Ministry of Justice, and especially its military branch, immediately recognized the potential value of such a superhuman clone. Therefore, the project focused solely on the construction of these mutants.

Eventually it was discovered through animal testing that starting out with an already existing creature produced much more stable mutants than piecing one together from scratch. Therefore it was decided to test this on a human. Not only did they decide to test on a human, they also decided to use somewhat of a national hero from the army, Colonel Brad Charr. He was a highly decorated elite soldier, and therefore the very best test subject. Charr volunteered, believing they would simply improve his physique and psyche, oblivious to the fact that he his mind and sanity would be lost in the process. Through genetic manipulation and enhancement of Colonel Charr, the GAMMA Project produced its first and only stable mutant, 'G-001'.

However, Ametrad Verge, the lead scientist, was fed up with the questionable moral of the GAMMA Project. He refused to work any more on the project and resigned from his position. Of course, the Minister of Justice was very displeased with Verge. To force him to continue work on the project, the Minister imprisoned his family and threatened to kill them. The Minister underestimated Verge’s morals and pride, though. Verge decided on the unthinkable and sacrificed his family to stop progress on the project. He injected ‘G-001’ with several shots of a potent drug to increase its aggression. He then set it loose on the research facility. While on his rampage, ‘G-001’ kills dozens of scientists, researchers and soldiers, including Verge, and reduces most of the facility to rubble. ‘G-001’ was never seen again, and was probably either killed by falling buildings and debris or collapsed when he ran out of steam.
Spoiler for The Boil:
The Boil was once a big lab complex dedicated to the GAMMA Project. After ‘G-001’ destroyed it and himself, the military abandoned the site. Over the years, gangs from Sector 6 got into the Boil and used it as a new territory for themselves. Eventually, it developed into a sort of gangland battlefield. In the Boil there are no rules. Officially, Terra was dumped there to try to control the gangs and put an end to the violence, but the real reason for putting her there was that they hoped she would get killed by the warring gangs.
Spoiler for Project NOIR:
Project NOIR is the continuation of the GAMMA Project. After the incident which destroyed the GAMMA Project, it was officially shut down. However, the Ministry of Justice established a whole secret lab below ground, continuing the research of the GAMMA-project.

Project NOIR uses police officers and soldiers to create superhuman mutants, which the Ministry of Justice uses in everything from riot control to 'termination' of dangerous criminals or rebels. The Minister of Justice's ultimate goal is to eradicate all resistance from various rebels and resistance groups and criminal gangs in The Boil and Sector 6. Then he could use his force to secure the city and nation from outside attacks.

Important Characters:
Spoiler for Jessica Pearl:
Jessica Pearl is your regular 23 year old girl living in Sector 6, the slum. She lives with her family (mother and father) because frankly, they can't afford living without her, and she can’t afford living on her own. They are very poor, as are all people living in sector 6. Her father is a factory worker and her mother stays at home producing ornaments and clothes to sell at the market in Sector 5.

Since Jessica has lived her whole life in sector 6, she has experienced her fair share of horror. Gang wars and the like are not uncommon. She counters this harsh world with a bit of a childish manner. Therefore she may seem like an 18 or 19 year old to people who don't know her age. She has a quite inquisitive nature, which ultimately leads her into the whole plot of the game. She has no experience with weapons, and does not carry any.
Spoiler for Sleech and Vyenna:
Sleech and Vyenna just might be the most notorious pair of criminals in the world. Maybe not because their actual crimes are that bad, but because of how they have humiliated the government police and military by eluding capture for the past 20 or so years. Sleech and Vyenna can almost be counted as a kind of resistance group against the government, except they do not fight for the people, only themselves. Even so, in some groups of the pro-resistance population, they’re better liked than the official resistance.

Sleech and Vyenna have plundered their way through the countryside for the last 10 years, after life in the city became too hot for comfort. However, now they’re back inside the city walls, set on creating more mayhem and chaos for the government.
Spoiler for Terra (name is subject to change):
"Terra" enlisted for police training when she was 19 years old. A year later she was placed in the Sector 3 police headquarters. She quickly proved to be one of the smartest and most effective police officers on her force. A mere 4 years later, she was promoted to Assistant Investigator. At 25 she was, as is routine for all Assistant Investigators with a full year’s experience, offered training for the Special Operations Strike Force. She completed basic training in a year and proceeded to enlist for advanced training as an APC (Armored Personnel Carrier) Pilot. She transferred to the army for training and completed it at age 27. After successfully leading the APC forces during the riot of Sector 5, she was offered the position of Chief of Police. She accepted and became not only the first woman to hold that position, but also the youngest, at age 30.

However, her time as Chief of Police was short. During a routine processing of monthly police records, "Terra" discovered several anomalies. She found that the police had transferred both funds and staff, with no explanation of where they were transferred to. She reported this to the Minister of Justice, but his response was not at all what she had expected. She was publicly blamed for the police force's loss of funds and staff and was demoted to Patrolling APC Officer in "the Boil" - possibly the most dangerous place inside the city walls. Disgraced and dishonoured, she is fueled by both the hope for revenge on the Minister and curiosity of what really happened to the lost funds and staff.
Spoiler for The Minister of Justice:
Officially, the Minister of Justice is responsible for maintaining and upholding the laws. He is the highest level of authority for the courts, police and military, effectively making him the potentially most powerful man in the government. As if that wasn’t enough, the Minister has almost every single other member of the governing council wrapped around his thumb due to either incriminating evidence of their morally darker sides, or knowledge that he can make people as high up as the Prime Minister go away and get away with it, even if done publically. The only opposition the Minister face, are small resistance groups. The middle class (people living in sector 3 and 4) have no real knowledge of the Minister’s iron grip of their country and city. And even if they did, no one on the “right” side of the law would dare stand up to him.

Some thoughts:
1. You did a good job organizing the topic, but using bold tags and whatnot wouldn't hurt you.
2. I'd suggest being more realistic on the scripter position, we don't like building custom battle systems, which will only be used in one project, edits are realistic, but we don't like making a couple thousand lines of code.

The script would really only be exclusive until release. When the final game is released, we plan on releasing all our resources to the public. This includes whatever scripts. We just don't want anyone else to get their hands on it so that they can release something with it before us. What I meant with 'custom' is a system made to work as good as possible with the theme of our game (focus on guns and items over melee and magic for instance). We do have a couple of ABS's we can use, but having something tailor made for our theme would be bitchin' :D
