can i hide or resize the cursor/selection box in a selectable menu?

I am currently working on a CMS for my game and i have a good start, but i was wondering if it we're possible to hide or resize the box that appears around the current selection in a menu. Thanks in advance!

edit: i just remembered another question i had: can i put text ON the border of windows? I've tried  few things but the border just overwrites the text....any ideas?
