Need to re-enable Task Manager

Project of the Month winner for November 2008
So whenever I press Alt+Ctrl+Delete, I get this error saying "Administrator has blocked task manager for this account". Well this is the only account on the computer. Is there any way I can re-enable it? Like maybe in safe mode or something? I dunno how.
