New homepage news system

Amongst a few other things. The old one was being ravaged by spam bots unfortunately

- In other news, Arrowone is now a super moderator, so behave everyone =D.

- Downloads.crankeye.com has been fixed, so if you're reading this from the site, you should be able to get the tools and patches and so on again.

- There is a new resource system coming soon, and various members of the site have been given permission to manage and submit to it. This has been one of the most asked for things for quite some time, and it shouldn't be long before it goes public

- In case you didn't get the email, the RMRK 2007 Awards are underway! Nomination is still open, see here for more info and to put forward members.
