Need help with coming of with a certian type of puzzle.

Make it so that you tell the player the direction the wind is coming from in different places of the map, and he has to  put rocks in such a way that after blown they access some switch or make a path or create an underground friggin cave

You can use Nightwolf's idea, or....

....winds blow the player down to a series of cliffs, and the player need to move quickly to get to the right series of cliffs and get down to the right spot.

or you could have a lever or button that generates arteficial wind and blows the character in a direction and gets him into an area only achieveable by using the wind? Ir you could have like "wind jets" coming from the ground that raises a platform on which the hero can stand.

The puzzle actually depends on what map or terrain you're planning to use it on.
Mountains, or caves, or ice floors....

Well then, since it's a manmade terrain, the most logical puzzle to make is to use switches to move stuff that protect us from the wind coming from the windmill so we can get across an area.

Or Ragnarok's idea.
And also Nightwolf's idea.
