You have to use a script. The battle system you linked to is actually the default battle system of RM 2k3, so if you wanted you could just use that program. Otherwise, I suggest you go to hbgames.org and find ccoa's sideview Battle System. If you're looking for battlers for it, dollmage has some excellent ones posted in the Resource Database

Scripts are an alternative to event commands that give you more control over how the game behaves.  I think you're better off learning about eventing before you jump into scripts, but you should be able to implement scripts OTHERS have written without too much difficulty.  Check out the scripts forum here - stickies on how to put scripts into your project.

You'll probably find you can just load up the named script into your game and you might have to add a few more scripts if that system requires them (it'll say so in the thread or in the script comments).

yeah... theres a script button next to the import button...after you copied it press it go down the list untill u see main, right click and click insert the right click on the page and paste.
