Dosent really matter you could use ms paint its all the same, i use paint shop pro cause its the best thing i got at the moment.. Some people like to use graphics gale heres a link: http://www.humanbalance.net/gale/us/

But if you have something like photoshop or something you can just go with that by using pixels(size 1) i dont find it difficult.. But yeah theres my advise..

MSPaint or Graphicsgale. Those are the simplest programs I know. Photoshop CS and all that other stuff is just way to complicated for something like Charaset making. Too many additional functions that you wouldn't need. dollmage uses Graphicsgale (I think) to make his White Ties battler so there's an example of greatness from simplicity.
