(For RPGMaker 2k3) Is there anyway to create overdrive skills?

  I have been using RPGMaker 2003 for a while now. But for a game I was creating I was trying to create a special attack that would only become availible if a character was near death (an example can be Final Fantasy VIII limit breaker skill). Does anyone know, or have any suggestions, on how to create this kind of event? It will really help.
