A little help

i need to get rid of the green box around vegeta how do you do that.

My next question is that i tried to put a resource and i got a message saying: read stream error how do i fix that here is a picture.

Well, I'm no expert at RPG Maker (...yet!!) and especially not 2003 or anything else (except XP, that is) so I'm not sure... But couldn't it be that when you added the sprite of Vegeta, you didn't use the green color as transparent. If it's not set to transparent, it will be shown. Just as in your example.
Try this, if it works then... CONGRATS!!  xP However, If it did work, please add [RESOLVED] to the topic title!

The other question I've got NO idea on... sorry ^^'

how do you do that? do you do it during in photoshop or something cause that is what i used to make the characters or do i do it in rpg maker

To make Vegeta's Green Box go away, Open up the Sprite in Paint,
Change Vegeta's Outline Color, to a lighter shade of Black.

Then Color the Green Background into the Darkest shade of Black.

R=0

G=0

B=0

Cause Rm2k+ reads the Darkest Shade as the Transparent Color.
Remember to save as a .png file.
