Need program that can make window skins

I need a program, which is fairly simple, that could make windowskins? Anybody?

Windowskins for.. windows? Or RPG Maker? Since you posted it here I'm guessing windows. In which case SkinStudio is the top dog. I'd just leave it to the guys who are willing to put the effort in and are actually good though.

They're skins. They aren't simple. Skinstudio is about as simple as it gets.
