Stretching pictures

Is it possible to stretch a picture? I'm using strictly pictures for my battle system and need to draw backdrops for help menus (for skill description and whatnot). However I don't want to have a long graphic drawn if the text is just a couple of words.

Is there any way to stretch or perhaps just multiply it so that it's only long when it's needed?
