Skill Hit Rate Issue

Hello, all.  Many apologies if this is in the wrong place, or if I'm just overlooking something obvious (likely).

I've recently created a state--berserk--which, among several other things, lowers the user's hit rate (hit rate % = 80).  For reasons that I can't figure out, this hit-rate drop is causing all physical skills to miss 100% of the time, even though said skills have a 100% hit rate.  According to the damage formulas, the hit rate of a physical skill is:

Attack power F is 1 or greater (physical attack)
First hit rate = Skill's hit rate × hit rate of A's state ÷ 100


With a skill hit rate of 100 and a state hit rate of 80, this comes out to a total hit rate of 80, and yet the skills consistently miss every time.  I've even tested it with a state hit rate of 99% to the same effect.  I've included screencaps of my state and skill settings in the database.  Please tell me I'm just overlooking something blisteringly obvious. >_<

hey hevfx, I have seen you do this countless times, post without the answer and say stuff un realated to the topic. Please try and limit this now

It's kind of buried in there, but as I said, I've tried with a hit rate percent of 99 (only a 1% drop in hit rate) and skills still miss every time.  Also, I don't think it's a problem with my state itself, as the same applies for the RMXP-default "Dazzle" effect as well.
