You could just use MS paint or preaty much ANY program that lets you cut, copy, past and save.

I hear there are also several pre-made chipsets like that, thers a gold mine of resources out there! you just need to know wehat to look.

open up both tilesets you want to combine. add up the lenght and width, open a new file with that mesurments, drab both to the new empty spot and line one ontop the other
