Creating a map with not scrolling parallax

Hallo, need help.
Problem:

i want to create a not tileset-based map,
one with all objects, textures etc, on a single picture, this placed in the beackground.

If i do so by using parallax background, the speed map and parallax scroll are not even, therefore events seem to fly on the map.

Any piece of advice on tweaking the maker itselves (have no ruby experience)
or on solving my problem in an other, maybe even more elegant, way?

This link will take you to RPGrevolution and Rei's world map script! I think it would be much easier to use this than try to tweak your parallax, to be honest...
