background colors for rpg maker 2k

AT the moment I'm custom making a bunch of panoramas and chipsets, etc. However, when I draw them:

a.) the only filetype that appears in the game is 256 color bitmap

b.) for some retarded reason it always makes the transparent color black, so when I draw I can't use black!!

I'm willing to accept a, but theres gotta be a way around b. All the files you can download here have colorful transparent backgrounds. How do you use those? I've got paint, photoshop and that pixel studios thang
