If Halo hadn't posted that link, I would have just said PHOTOSHOP.

It looks fairly simple. Nightwolf's is 350 x 19, but I probably would make mine 350 x 20 because I'm a perfectionist that way. I'd just use rectangle tools for the black outline, then the white outline (SNAP TO GRID would make this part especially easy). Copy & paste an image for the background, add text as desired. The "glass" effect on Nightworlf's looks like nothing more than a semi-transparent white curve. Could be done in two minutes, total.

Actually, it looks like there's a filter over the wolf's eyes, but that only adds another minute or two. Why does everyone think diagonal lines are so cool?
