What type of battle system are you wanting exactly? Turn based like in 2000 and XP only side-view?

In any case, I'm almost 100% sure that you cannot do this.

If that is what you're wanting, you can do it with scripts in XP, and you can simulate it with battle animations in 2000.

Try giving every character and monster 1 Speed. I'm not sure if that'd work,  :| but you could try. The ATB is defined by speed difference between each character and monster.
If it works, then use Non-Transparent Alternative and a blank System2 file. To mimic RM2k.
