Does anyone know how to make MIDIs?

Im not asking for someone to make me one, all I want to know is HOW to make one? What program(s) do I need?

He wants a midi maker program... I have one called Studio, Eternal_Renegade told me where to get it but I forgot, also it's complicated cause you need to know music
