Alright, this is probably a very selfish post, but I'm doing it anyway. I've had this idea about RPG Maker XP for a long time now and I was wondering if I could actually do it. It would involve a lot of scripting and some real skill with Ruby. I've been trying to learn how to script for a few weeks, but at this point my skill with it is limited at best because it's the first scripting language I've ever made an attempt at learning.
The type of game I wanted to make was one like Final Fantasy Tactics etc. One with turn based tactical battles and different classes/abilities. Thus far I haven't been able to figure out how to do it and I was wondering if someone on these message boards would be able to come up with scripts that allow me to do most of these things in my game. The specifics would be given after someone has accepted to do it.

There are plenty of scripts out there regarding different battle systems and CMSs that virtually no one really needs to make a new script to suit your needs. You should look on different resource sites, such as Creation Asylum, RMPX.net, and hbgames.org and look for those scripts that would best suit your game and interests.
