in paint just sandwhich them together

or if you mean in different maps

go into the database and hit tileset and change the array size up by 1 and then click on the blank tileset and fill in its details.

once your done click apply then ok

next on the map you want to use the tileset you just made right click it and choose map properties and change the tileset
