CPU Heat Problem

I've been having this heat problem for several months now.

Spoiler for:

I have around 8 fans that are all spinning and running; the cpu's heatsink is not hot at all. Everything is plugged in to where it should be, I have a box fan pointed right at the inside of the computer running at full blast; and yet my computer can barely handle games and is running at 80-90 degrees of temperature.

What is wrong? .-.

You might need to replace the thermal paste attaching the heatsink to the CPU
