I find it particularly awesome and epic if the pre-emptive attack feature can work like this:
1) The side (player or enemy) that gets a pre-emptive gets to go first as it always has been, however it's automatically performed as shown in the above video.
2) The designated leader of the side that gets the pre-emptive automatically makes a first move that is previously determined (The first strike used is a skill previously set)
3) The defending side/leader then has a counter attributes as well, such as: Immune to types of pre-emptive strikes (like status-bearing ones or by elements), having a simple retaliation attack or even a super-powered retaliation depending on the pre-emptive strike (like a lightning user retaliates normally, but if the pre-emptive strike was water, his counter does triple damage)
Preferably (I suppose), these skills should be set aside from normal skills, as they can carry unique attributes... such as cursing or stunning the opposing team.
This system would work by always having a party member designated as leader and what skill will be their pre-emptive strike and counter strike. Pre-emptive strikes are determined however you wish.
Now imagine this with an ATB system. Epic starters and fast-paced battles? It'll be pretty close to the video above!

Just imagine it. The boss battle starts, you make your epic pre-emptive strike, but the boss makes his awesome counter, BAM! Then the ATB controls shows up instantly and you're already enticed up for the rush. Click, click, click,... uh oh! Special move. WAM. You're all tensed up, this enemy is exciting. BREAK OUT! You use your special heaven-piercing lightning attack that's movie-animated.
*This works well for shorter battles, which my game will be specialised around a bit
