Over half the fun of RMXP is figuring out how to do these things on your own. You realize that, right? I mean, seriously, probably only about 5% of people who use RM ever get a demo out for people to play, and probably only 5% of them ever finish the game. The fun in RM is not about releasing a game - it's about making it. By yourself. If you aren't having fun experimenting with RMXP and discovering how to do things on your own, RMXP is really not worth your time.

Anyway, I attached a basic little screenshot. Pay attention to the stuff where the asterixes are.

That's likely done by a custom fog. If you wanted that, you would need to make your map, then take a screenshot of it and bring it into an image editing program. Then you would need at least two layers, one as a reference so that you can see the map, and the upper one you would want to make put the darkness colour with some transparency, and then carve out the areas that you want to be lit. It wouldn't flicker in-game.

I believe there are also some scripts out there that could do it, though they will probably rely on having light sprites like the ones in my first screenshot there.
