Time-Manipulation Script

SummaryWhat I'm looking for is a script that can change the rate of which EVERYTHING (bar the player) in the game moves. Example: at the press of a button everything slows to half its original speed, but the player remains at the same speed. Another example: at the press of a different button everything speeds up to twice its original speed etc.
Features Desired- Time-manipulating features (halving/doubling speed of events, weather effects, pictures etc.)
- Activated by switch, then button mechanism (i.e. nothing happens if button is pressed without the switch on)
- Blue-coloured gauge, limiting how long you can use the function for
- Must be able to call via event command
- An option to increase the gauge's length as the actor's level goes up

Games its been in- No games come to mind, but basically like Bullettime in The Matrix but with a limit.

NotesThis script must work with weather, pictures, timers, animations; everything in the game bar the player. It might sound like a lot, but even if it isn't, I will offer any help I can to anything you might need with events or database. (when I have a laptop, of course)
