Troubles with a panorama map

'Kay, so. I'm making a new game (ditched my old, crappy one) and I made this really intricate looking panorama to use as a map and I was going to make towns and cities out of events. This is my map

that little peninsula at the bottom left (the one circled in red) is where I want to put a town. The town SHOULD BE right in the middle of the peninsula, and it works, as seen

but it only works if you are standing right next to or on top of the event. The farther you move from it, the more out of place it becomes (as you can see in the second photo).
I think this is because RPG maker thinks that my map is the sky (far away), and the event for the town is close up to the viewer, so it moves at a different rate.

What I was wondering is if there is a way to "fool" RPG maker into thinking that they should move at the same rate? Thnaks! ;D
