Would it be possible that skills are towers recharge?
For example, the skill ID 1 can be used every three turns.
  Can someone do it for me please?

No, I've finished it, but I finished it before I knew you needed it for Tankentai and I haven't had time to look at it since. I will get around to it soon, but maybe not until next week sometime.
