Do i need to pay to get license from say nokia to sell their mobiles.... i want to set up a mobile selling gallery. can somebody tell me.?

No, as long as you stay out in the streets you can sell whatever you want that isn't illegal. I recommend you check second-hand shops and buy all the phones you can find and proceed selling them for a profit in an alley or a market. Good luck!
