PRABS2 Tutorial

I am wondering if anybody could give me a tutorial on how to use the PRABS2 battle system, The download says to study the Readme.txt but I don't understand where I am suppose to enter the commands. If anybody could help me out, It'd be greatly appreciated thanks.

Use the Event Command: Comments. If I remember right, the first event page is for normal enemies, and the second plays when the enemy dies.
