Think about this bro, not everyone in the world sits here just waiting for some random kid to come by and ask them to draw something for a free hobbyist game that is probably not even going to be completed, or worked on for more than a week and a half, two weeks tops before their attention span runs out, leaving all of the artwork and effort put into it equivalent to absolutely shit nothing.
Here's some tips for you:
1) search the web, I searched for military RMXP and etc... and found tons of workable sprites
2) contribute to the community, make yourself worth something other than just being another leech, you have 2 posts and both are in a request topic, why would anyone care to help you in the first place?
3) make a prototype, if you don't have the art you need, then make placeholder art or use RTP until you can get the art you need, show dedication, show you have talent and a project people care about, then maybe someone will make your sprites for you
4) offer something in return, people like a good deal, rather than a one sided gimme, you scratch their back, they scratch yours right? It's common sense.
