ANime voices and cut-ins

Hi! Another noobish question. But...does anyone know how to put a cut-inwhile battling? And how to put voices?

Cut-in picture example (something called a Kaduki character?):

and hot to put voices there. Anyone?

For voices, just use a microphone and add the clip to your sound effects folder. Simple as that. For the cut in, you can easily do that with events, but how to do that depends on whether you mean it like a skill that cuts in on the screen, or a cutscene mid-battle that does it.
