Event Take Over, Please Help.

Okay, so I have a question I need some help with.

Is there any way to take over an event so for example... If people are talking and there are wait times in between them, normally you can move the character within those wait times. I want to make it so you can't move. Like place something at the beginning of an event like "Take Over" and then at the end of the Event, "Stop Take Over". How would I do this?
