Night, Day, Clear, and Rain

I was wondering if it was possible to change the game from night and day in RPG Maker XP. I know it was possible in the previous ones. Also how can you add rain in your game or snow? Any help would be appreciated.

It's called Screen Tint and Weather Effects. Look for it in your events ._.

Uhm, yeah it's screen events.  If you need it dumbed down (like I needed variables dumbed down for me) I wouldn't mind posting screenshots of it for you
